April, 11, Chengdu economic performance analysis forum was held and presided by Governor Jiang Jufeng. Standing committee member of the CPPCC, board chairman of Tongwei Group, Mr. Liu Hanyuan, assistant president Mr. Huang Qigang were invited to attend the forum.

At the forum, Mr. Liu Hanyuan brought forth his idea about CPI index. Other countries’ development progress and related data reveals, comparatively higher CPI index indicates better economy with more employment and more salary promotion, while CPI figure falling below 0 indicates difficult economy with great employment pressure.

On economic and development transition, Mr. Liu holds that it is necessary to develop Sichuan and Chengdu’s new energy industry, and fundamentally solve the resources unsustainable problem. He said Sichuan has advantages in polysilicon and PV industry development, and is one of the largest polysilicon producing areas. The provincial and municipal governments need to give more policy supports.

On the opinion of polysilicon’s “high contamination and high consumption”, Mr. Liu holds that High pollution and emission from polysilicon has become the past. With new techniques and strict regulations, zero emission can be almost achieved in terms of environmental protection treatment.  Furthermore, if the techniques are controlled properly, the input of 1 kwh of electricity for producing polysilicon can result in an uppermost reward of 20-30 kwh during its effective life cycle – from polysilicon to solar PV module.

Furthermore, Mr. Liu gave answers to questions from Governor Jiang on polysilicon’s current international price, thoughts about building an advantageous industrial chain, electricity price, as well as the realization of on-grid price.
