Yongxiang signs Solar PV project in Xinjiang

September, 21, The signing ceremony of strategic cooperation framework agreement between the People's Government of Xinjiang Uygur Autonomous Region and Tongwei Group, and of investment agreement between the People's Government of Fukang city and Yongxiang Co., Ltd. was held in Urumqi. Vice Chairman of the CPPCC, 1st Vice Chairman of the CDNCA central committee Zhang Rongming, officials from the CPC Xinjiang committee and Xinjiang Government, standing committee member of the CPPCC, Board Chairman of Tongwei Group Liu Hanyuan, President of Sichuan Giastar Tang Guangyao, Executive Vice President Zhuo Yujiao, and Director of Yongxiang Co., Ltd. Feng Dezhi attended the signing ceremony.

The project of Xinjiang PV industry integration is invested and constructed by Sichuan Yongxiang Co., Ltd.. Located at the Industrial Park of Fukang city, Xinjiang, the project includes 50,000-ton solar-grade poly-silicon project, 3GW solar wafer and solar cell project, as well as 5 steam electric generator units of 350,000 KW for each. The planned total area of the project is 9,000 mu, with a total investment of ¥26 billion RMB. After completion, the annual sales revenue will exceed¥30 billion RMB.

The signing of this project is a living testimony of Tongwei’s strong development momentum in the new energy sector with its industrial chain build-up after huge investment in Leshan, Chengdu and Litang. It also shows Chairman Liu Hanyuan’s active participation in the construction and development of the new energy sector. During the 2011 Two Sessions, Mr. Liu Hanyuan made proposals on issues of new energy industry development, rural urbanization construction urban and rural development acceleration, China’s economy update and transition through guidance of consumption concept and module transition, as well as incorporating the idea of invigorating China via quality superiority into the national strategy and the twelfth five year plan. According to Mr. Liu, China became the world’s biggest trading entity with its foreign currency reserve reaching almost 3 trillion USD, and the world’s second biggest economic power with its economic aggregate reaching almost RMB 39.8 trillion yuan. With the tendency toward economic globalization and multi-polarity of international political and economic pattern, China’s economy growth is showing strong momentum. This may result in the reconstruction of world order, It has already caught attention of western developed countries, who started to question China’s military, political, energy, food and population threats with global issues of climate, environment, exchange rate, and resources. According to Mr. Liu, this has caused complex international arena for China’s economic development and peaceful rise. Therefore, we need the firm resolution to new energy industry development to seek and develop sustainable clean energy, which can fundamentally resolve the problems of China and the world’s energy crisis and carbon dioxide emission. This is of crucial realistic significance and far-reaching strategic security significance to China, whose economy and energy consumption are both rapidly increasing, yet whose resource per capita stays far below the global average. We need to seize the opportunity and the commanding height of the new round economic development of solar PV. Mr. Liu’s proposals are improved and recognized by the National Energy Bureau.
