July, 16, the 2012•China (Xinjiang) non-public sector development forum and promotion event were held at the Hall of the People of Xinjiang. China Democratic National Construction Association Chairman Chen Changzhi, officials from Xinjiang Government, CPPCC Xinjiang Committee, and Committee for Internal and Judicial Affair of the NPC attended the forum. Standing committee member of the CPPCC, the CDNCA, and board chairman of Tongwei Group Liu Hanyuan was invited to the event and made a keynote speech.

General Secretary of the CPC Xinjiang Committee Zhang Chunxian and Chairman Chen Changzhi addressed the forum with an emphasis on developing non-public sector with preferential policies for private investment in Xinjiang and Western China.

Chairman Liu made a keynote speech on ’promoting Xinjiang’s economic development with PV resources advantages’. He pointed out, Xinjiang’s economic development is facing both opportunities and challenges. While developing industries transferred from Eastern China, Xinjiang needs to find out its unique industrial advantages with its abundant natural resources of land, coal and solar energy. We need to relieve pressures on the environment and resources instead of depending heavily on traditional energy. Thus, the East-, Mid-, and West- China need to form complementary advantages in natural resources, promoting China’s economic update and transformation. Tongwei’s PV business layout in Xinjiang will positively promote Xinjiang’s clean energy development and energy structure adjustment.

During the forum, Tongwei Solar signed a contract with the Mongol Autonomous Prefectural People’s Government of Bayin’gholin on the PV power projects of 1GWp at Qiemo county and 1 GWp at Jing county with a total investment of ￥30 billion RMB. Six new energy projects were signed with total investment of 45.342 billion yuan. The orders were also involved in sectors like wind power.

July, 17, the Unveiling Ceremony of 1 MWp Grid-connected Plant donated by Tongwei Group was held in Fukang city. Actively responding to China Siyuan Project Poverty Relief Fund and Siyuan Sunshine Plan, the 1MWp plant occupies an area of 60 mu with an annual power generation of 1.4 million kwh. The proceeds from the project will be fully used for local public welfare undertaking. This is the 6th PV Power plants donated by Tongwei Group after previous ones at Fengning Manchu Autonomous County of Hebei, and Azong county, Litangsi, Ruola County at Ganzi Tibetan Autonomous Prefecture of Sichuan. Chairman of China Democratic National Construction Association Chen Changzhi, Chairman of Tongwei Group Liu Hanyuan, and local government officials attended the ceremony. Mr. Liu introduced the projects to the attendees, and accompanied Chairman Chen to visit the plant with specific introduction of the facilities and the constructing progress.

July, 15, Chairman Liu made a speech on Economic Upgrade and Transformation by Strengthening Domestic Demand at 5th Plenary Session of CDNCA Central Enterprise Work Committee. Based on the current situation of China’s weakened domestic demand and slowing export, Mr. Liu focused on three aspects: accelerating economic growth by increasing investment, constructing sustainable development environment with an objective understanding of the real estate industrial structure, accelerating the development of emerging industries. Mr. Liu further emphasized on the importance of accelerating infrastructure facility construction, improving real estate regulation and control policy, and accelerating the development of emerging industries of energy saving and environmental protection, technology information, new energy and new material. These are crucial for stimulating domestic demand, improving international competitiveness, activating export and promoting China’s economic transformation and update.
