Chairman Liu awarded Top 10 Personages

OFweek released its annual selection of 2012 China’s Top 10 Personages in the PV Sector. Chairman Liu was on the list for his contributions in promoting China’s PV industry. As the standing committee member of the CPPCC, Chairman Liu has made constructive proposals to the Government to simplify the administrative approval procedures of the PV downstream power generation projects, and transfer the rights and limits of approving special funds for renewable energy development to provincial and municipal levels. Additionally, according to Mr. Liu, related regulations and policies on industry standards shall be further improved. Meanwhile, measures on electricity quota management shall be made as soon as possible. Finance capital should be greatly encouraged in the participation of PV industry development.

On the issue of ’overcapacity of the PV sector’, Chairman Liu said, it is a false proposition. The key, according to Mr. Liu, to look at the issue, is our perspective. Overcapacity objectively exists from a static or planning view. It is noteworthy that the market mechanism drives manufacturers towards products with great demands, especially when the industry is of great market prospect and huge profit at different phases. I incline to the view that everyone respects the rules of the market, and look at the phenomenon objectively.

Chairman Liu added, according to Keynes’s theory, overcapacity is normal for any newly emerged industry at its development inception. Therefore, today’s PV industry in nature still works under market competition and market mechanism. For the new energy industry, we should be less critical, but more tolerant, providing social atmosphere and policy guidance for its steady and healthy sustainable development.
